The structure of social security began long before the present states have been founded.
In the Republic of Armenia the medico-social expertise, as a part of social issue has old roots. Though as a science it is in the stage of forming, its elements together with traditions and then with legal acts have been in the lifestyle of our people.
On July 11, 1928 the Democratic Commission of Social Security of the Soviet Social Republic of Armenia accepted the following instruction <<Physicians of the province should help the disordered people to pass the medical examination and to define the status of disability>>.
The medico-labor commission while making a decision is leaded by the above mentioned instruction. Later the experience of medico-labor expertise showed that the instruction is not full and had some shortcomings, in the result of which some additions were done, some conceptions were widen and it was finally changed in 1954-1956. And at least on August 2, 1956 the instruction concerning to the decision of <<Distinguishing of a group of disabled people>> was accepted.
In 1971 the <<The declaration of disabled >> was accepted by UNO, according to which each person who can’t live partially or fully normal personal or social life in the result of an absence of mental or physical ability is considered disabled.
At the end of 1990 some changes took place in the above mentioned definition, taking into account not only the ability of working but also the vital activity of a person.
In 1992 UNO accepted <<Standard rules for satisfying various conditions of disabled>>. In the mentioned document the definition of disabled was comment as a limitation of a concrete person, which prevents the person to behave himself/herself normally in society, taking into account the age, sex, social and cultural factors.
After the collapse of USSR The social policy concerning to disabled people was changed. New establishments were formed in the structure of the Ministry of Social Security; also the legislation was concreted.
On 14 April 1993 The Supreme Counsel of the RA accepted the RA Regulation about <<The Social Security of Disabled of the Republic of Armenia>>. Many new definitions were used; some of them got new formulation. Later on a lot changes were made in the Regulation including the prevention and rehabilitation of disabled.
The Agency of Medical and Social Analysis of the Ministry of Labor and Social Issues of the Republic of Armenia was founded on November 14, 2002 according to the RA governmental resolution No 1822 is an Executive Republican body in the structure of the Ministry of Labor and Social Issues.
